Ambassador Rosario G. Manalo Delivers a Lecture on Negotiations at FSI

Ambassador Rosario G. Manalo, one of the most seasoned diplomats of the Philippine Foreign Service, delivered a lecture to the officers and staff of the Department of Foreign Affairs (DFA) and Foreign Service Institute (FSI) in a Special Seminar on Negotiations with focus on ASEAN and the UN on 26 August 2016 at the Special Envoy Carlos Chan Room, FSI.

She discussed the negotiating process, its nature, elements, the different strategies, and the various actors in negotiations. She also emphasized the role of the President as the Chief Architect of the Philippine Foreign Policy, the vital role of the DFA in negotiations, as well as the importance of developing the skills of career foreign service officers through exposure to actual meetings and negotiations. She likewise shared her experience as Chair of the various meetings in the United Nations (UN) and the Association of Southeast Asian Nations (ASEAN).

Amb. Manalo served as Philippine Representative to the UN Commission on the Status of Women; Special Envoy of the President to the ASEAN High Level Panel to negotiate the Terms of Reference (TOR) of the ASEAN Human Rights Body and Drafting of the ASEAN Charter; and Philippine Representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR). Recently, she won a seat in the UN’s Committee on the Elimination of Discrimination Against Women (CEDAW) to monitor the implementation of CEDAW by Member States.
